Information on Candidates

Lindsey Haubenreich is running for Chair.  Lindsey is a Partner with Phillips Lytle LLP and is co-leader for the firm’s Energy and Renewables Team.  Her practice focuses on environmental law, land use and zoning, energy and telecommunications law.  She has experience counseling clients on environmental due diligence, environmental compliance, and brownfield redevelopment.  She represents clients in regulatory and transactional matters before the New York State Department of Environmental Conservation and advises clients on the development and siting of renewable energy facilities.  She handles land use and zoning matters, including compliance with the State Environmental Quality Review Act and telecommunications siting, appearing before municipalities across New York State. She has been a Director for A&WMA-NFS for 2 years and is the current Vice-Chair.

Kathy Moguel is running for Vice-Chair.  Kathy has been a member of the section for about 13 years.  After earning a B.S. in Chemistry at the University of Rochester and a Ph. D. in Organic Chemistry at Northwestern University, she joined DuPont in Parlin, NJ in electronics development.  Four plants and many years later, she came to Buffalo as a Sr. Manufacturing Technical Engineer with the Dupont Corian® business.  In 2009, Kathy embarked on an adventure as the plant's Sr. Environmental Engineer, responsible for all media.  She assisted the plant in becoming a Zero Landfill site in 2011, also leading the implementation of ISO 14001 and gaining certification that year.  At the end of 2015, Kathy retired from DuPont and joined Durez Corporation in the Niagara Falls Plant as Environmental Engineer.  She has served as a Director, Vice Chair, Chair and Past Chair for the organization.

Mark Hans is running for Treasurer.  Mark has been a member of A&WMA-NFS for about 24 years.  He has a BSCE and MBA from SUNY @ Buffalo and worked for the NYSDEC for over 30 years in the Solid and Hazardous Waste Division.  He also served as the Town Engineer for the Town of Clarence for 3-1/2 years.  He retired from the NYSDEC in 2013 and has served on the A&WMA - NFS Board of Directors for the past ten years.  He has served as Vice-Chair, Chair and Past-Chair, Reservation Chair, Membership Chair and is currently the Treasurer. 

Michael Emery is running for Secretary.  Mike has been a member of the Niagara Frontier Section for about 25 years and has been on the Board of Directors since 2002, save a one-year break. He has served as Membership Chair (4 years), on the Envirun Committee (16 years), and as the Vice Chair, Section Chair, Past Chair for one year each. He has served as Section Secretary for the last 10 years. He has worked 30 years for the New York State Department of Environmental Conservation, primarily as an Environmental Engineer in the Division of Air Resources.  He currently holds the position of Regional Engineer with the NYSDEC.

Christa Bucior is running for Director.  Christa has 16 years of experience as an environmental scientist. Six of those 16 years’ experience was as a laboratory technician where she worked in the treatability study laboratory performing bench scale studies to prove various remediation strategies will work. The last 10 years, Christa has been an environmental compliance specialist, most recently with Geosyntec in Niagara Falls, NY.  She has been a member of the section for about 6 years.  She assists with overall environmental operations, inspections and reporting.  Christa has experience with various water, air, and waste reports, such as SPDES, stormwater, water withdrawal, TRI, air emissions, GHG emissions, Tier II, hazardous waste, and Periodic Review reports.  She also has experience performing hazardous waste, storage tank, spill source and secondary containment, cooling tower, landfill visual cap integrity, and stormwater inspections.  She also assists with environmental permit renewals and environmental plan creation, such as RCRA Waste Contingency Plans, Hazardous Waste Reduction Plans, SPCC Plans, SWPPPs, BMPs, and Site Management Plans.  Christa has also participated in ISO 14001:2015, environmental compliance, and petroleum and chemical storage tank audits.

John Hood is running for Director John has been a NFS section member for about 5 years.  Since 2019, he has been the Chief Environmental Compliance Specialist for the Erie County Department of Environment and Planning.  His responsibilities include: Managing the “Trash Team” programs (HHW, recycling, compost, etc.), brownfield and waste site management and reporting, FOIL, community outreach, mentoring, inter departmental environmental compliance and support.  Between 1990 and 2019, John worked at Ecology and Environment, Inc as a field scientist and project manager on environmental and health and safety assessments, audits and inspections at various international industrial and waste sites.  He was also the Corporate Librarian and project information manager, provided technical, legal, and business research on environmental issues for projects and sites from around the globe.  John has a B.S. in Environmental Studies, and an MLS, Master Library Science, from the University at Buffalo.  He is a NYS Certified Public Librarian and served as the Board President for the Western New York Library Resources Council (WNYLRC).  John also holds a FAA part 107 Remote Pilot Certificate (drone operation).

Lori Riker is running for Director.  Lori is a Principal Engineer with Roux Environmental Engineering and Geology, D.P.C. Lori Riker has over 29 years of environmental and civil engineering experience in environmental consulting focusing on industrial regulatory compliance and permitting as well as remedial investigation, design, and implementation under various state and federal cleanup programs, with an emphasis on Brownfield Cleanup Program sites. Lori has been with Roux (formerly Benchmark) for 21 years starting as a Project Engineer. Prior to that, she worked at Malcolm Pirnie in Orchard Park, NY and Environ Corporation in Princeton, NJ. Ms. Riker has been a registered Professional Engineer in the State of NY since 1999.  Lori has a Bachelor of Applied Science in Civil Engineering from the University of Waterloo and a Master of Science in Environmental Engineering from the University of Guelph. She has served as Education Director since 2022.

Michael Zarbo is running for Director. Michael has been a member of the AWMA-NFS since 2022. He is currently the Manufacturing Engineer at Junk Free Skin, a Personal Care Manufacture, located in Buffalo, that focuses on reducing the plastic waste that is generated by the end user of its products. Prior to working at Junk Free Skin, Michael spent over a year and a half working for the Eire County Department of Environmental Planning as a Solid Waste Intern. During his time at the county, he was involved with several projects, primarily focusing on their Hazardous Household Waste program and collection events.  He also spent over 5 years as a Brewer at Big Ditch Brewing Company in Buffalo. While working at Big Ditch, Michael was heavily involved with the brewing and packaging operations along with assisting in the development of a microbiological quality control program. Additionally, Michael operated heavy metal detection instrumentation at Test America for close to 2 years. Michael received his Master’s in Engineer from UB in 2021, focusing on sustainability and has a Bachelors in Chemistry from SUNY ESF.
