Information on Candidates

Colin C. Casey is running for Chair.  Colin joined the Board in August 2017 and has served as Co-Chair of Membership and Young Professionals and most recently as Vice-Chair.  Colin is the Business Development Manager/General Counsel for Great Lakes Environmental & Safety Consultants, Inc.  As Vice President at Great Lakes Environmental Safety Consultants, Colin brings a wealth of state and federal regulatory knowledge to the Buffalo-based consultancy.  With a background in commercial real estate development, his experience focuses on risk management and the due diligence process.  He holds a J.D. and M.B.A. from SUNY @ Buffalo and is licensed to practice law in New York State.  He currently resides in Hamburg with his wife and two young children.

Kathleen Moguel is running for Vice-Chair. Kathy has been a member of the section for about 6 years.  After earning a B.S. in Chemistry at the University of Rochester and a Ph. D. in Organic Chemistry at Northwestern University, she joined DuPont in Parlin, NJ in electronics development.  Four plants and many years later, she came to Buffalo as a Sr. Manufacturing Technical Engineer with the Dupont Corian® business.  In 2009, Kathy embarked on an adventure as the plant's Sr. Environmental Engineer, responsible for all media.  She assisted the plant in becoming a Zero Landfill site in 2011, also leading the implementation of ISO 14001 and gaining certification that year.  At the end of 2015, Kathy retired from DuPont and joined Durez Corporation in the Niagara Falls Plant as an Environmental Engineer.  She has been a Director on the Board for the last three years, serving as the Reservations Secretary.

Dominic Buccilli is running for Treasurer.  Dominic is an Emeritus International member and has been a member since the Association was called the APCA (Air Poullution Control Association) 45 years ago.  He has served as the Treasurer of the section for many years and is also a past Chair (1993-1994) of the section.  He has a BS in Civil Engineering and a BS in Business MAnagement from SUNY @ Buffalo.  He retired from the NYSDEC in 2003 as an Environmental Engineer after working for over 30 years in the Air and Solid Waste Divisions.

Michael Emery is running for Secretary.  Mike has been a member of the Niagara Frontier Section for about 20 years and has been on the Board of Directors since 2002, save a one-year break. He has served as Membership Chair (4 years), on the EnviRun Committee (14 years), and as the Vice Chair, Section Chair, Past Chair for one year each. This will be his 5th year as Section Secretary. He has worked 25 years for the New York State Department of Environmental Conservation, primarily as an Environmental Engineer in the Division of Air Resources.  He currently holds the position of Regional Air Pollution Control Engineer with the NYSDEC.

Luke Donigan is running for Director (two-year term).  Luke is an associate attorney at Phillips Lytle LLP.  He holds a B.S. in Environmental Engineering from the University at Buffalo, and received his J.D. from Vermont Law School in 2017.  Luke focuses his practice on environmental law and energy matters, including land use, environmental reviews and regulatory compliance. He regularly supports project developers with right-to-build approvals under land use and zoning laws, including the State Environmental Quality Review Act. He also advises clients on issues related to brownfield redevelopment projects complicated by the presence or potential presence of a hazardous substance, pollutant or contaminant. Additionally, Mr. Donigan assists clients with legal matters under the Clean Water Act, Clean Air Act, and the Toxic Substances Control Act.  Luke became involved with A&WMA in his senior year at UB, where he was treasurer and a founding member of the UB student section. 

MaryKate Mooney is running for Director (one-year term; to fill the spot vacated by Kethy Moguel).  MaryKate received a BA in Mathematics from SUNY at Binghamton in 2012.  Additionally, she received a BS in Environmental Engineering from SUNY @ Buffalo in 2017.  While at UB, MaryKate was active in the A&WMA-NFS Student Chapter serving as the UB student chapter president in 2105-1026 and the UB student chapter representative on the A&WMA-NFS Board in 2016-2017.  During the 2017-2018 program year, MaryKate served as the Young Professionals co-coordinator.  During the 2018-2019 program year, she served as a Dirctor on the Board.  She is currently employed as an environmental engineer at Ecology & Environment in Lancaster, New York.

Mary Padasak is running for Director (two year term).  Mary joined the Board in 2018 to take over as the Envirun Race Director as the current director stepped down. Mary is an Environmental Engineer at Encorus Group. As an Environmental Engineer, Mary brings a wealth of environmental knowledge and insight to the Board, especially in SWPPP and SPCC regulations. Mary is an avid community volunteer and is active with A&WMA, having just returned from the A&WMA Leadership Conference in Pittsburgh As a runner and race volunteer, her knowledge of current 5k trends and race management would be a great new addition to the position. Mary holds a BS in Environmental Science and Policy/Biology from Clarkson University. 

Kevin Sullivan is running for Director (two-year term).  Kevin serves as a Program Manager for TRC's Engineering, Construction and Remediation Practice.  He holds a B.S. in Civil Engineering from SUNY @ Buffalo, and is a licensed Professional Engineer in NY, PA, MD, MI, NC and TN.  He has 29 years of experience in environmental engineering including design, remediation, construction management, and project management.  His experience has focused on hazardous and radioactive/mixed waste remediation projects conducted under RCRA, CERCLA/Superfund, FUSRAP, DOE, NRC, Ontario MOE, and various US regulatory programs.  Kevin has recently been managing environmental compliance projects (stormwater compliance, petroleum bulk storage, Facility Response Planning, SPCC, etc.) for several railroad clients with facilities located throughout the Northeast and Atlantic Coast States.  Kevin has served on the A&WMA-NFS Board of Directors for 4 years and has been responsible for preparing the Section newsletter.
